Scene Overview
Near Vespucci Beach by Del Perro, two large humpback whales have washed ashore. One is partially loaded onto a trailer with scientists examining it, while the other is still half in the water, surrounded by more researchers collecting samples. Two dozers are stationed at the whales, one operator is cleaning his vehicle, the other is lost in thought looking at the massive creature.
A temporary science setup sits in the center, with a lead scientist studying a large map, supported by an assistant and a technician. Coast Guard officers monitor the sea from boats, and a Sea Sparrow rests nearby. A Maverick helicopter flies overhead, scanning for more whales.
Law enforcement control the area. A small crowd of civilians watches from behind barriers. Media teams from Weazel News are filming live. Nearby, firefighters, medics, and lifeguards are on standby, interacting naturally across the scene.
The goal is to create a believable, layered disaster response, realistic, reactive, and immersive.

Design Goals:
-
Create a believable emergency response scene anchored around a rare natural event.
-
Use world population (scientists, cops, firefighters, coast guards, media, civilians) to simulate a layered, reactive environment.
-
Guide the player’s eye through clear scene flow, from the whales to investigators, then outward to support units, media, and onlookers.
-
Emphasize naturalistic NPC behavior with idle animations, patrol paths, and task-based positioning.
-
Include ambient storytelling elements that hint at broader world systems and player speculation.
-
Design for ambient pacing and observational gameplay, encouraging players to stop, explore, and read into the scene without direct interaction.
